The Lower Woolen Mills Master Plan, developed for the local non-profit neighborhood development corporation, proposes to convert a former industrial site into a center of community recreation and culture. The project utilizes a challenging site, which has topographical variations of as much as 60 feet and has a large concentration of trees and underbrush. The urban location and relics of the former industrial buildings have served as a haven for undesirable activates. The goals of the project are to take advantage of the central location within the neighborhood, the interesting topography and industrial artifacts in creating a place, which can be used by people of all ages in all seasons. Proposed amenities include a paved trial around the entirety of the site, connection to the Ohio Canal Corridor through a Cultural Trail, playgrounds, community gardens, soccer and football fields and a pavilion with an amphitheater for outdoor performances.
